IPC Regulatory Priorities 2025-28 and Regulatory Framework released
Today, the Acting Information Commissioner and Privacy Commissioner have jointly released the IPC’s Regulatory Priorities for 2025-28 and updated Regulatory Framework, after a period of consultation with stakeholders including the community and NSW government agencies.
The Information and Privacy Commission NSW (IPC) sets regulatory priorities to enable us to target our effort and resources towards identified areas of heightened risk.
The Regulatory Priorities are informed by the strategic objectives and outcomes outlined in IPC’s Strategic Plan 2024-28, as well as a risk assessment of legislated regulatory functions and key regulatory trends in information access and privacy.
Acting Information Commissioner Chris Clayton said, “We publish our priorities to communicate the key issues which the IPC is focusing on and to signal to our stakeholders where we will focus our regulatory and compliance efforts. The regulatory priorities support the IPC to optimise the efficiency and value of its regulatory effort and ensure compliance activities are targeted and proportionate”.
Privacy Commissioner, Sonia Minutillo said, “These priorities are not the only areas where we will take compliance action. We monitor and respond to time-critical and emerging areas of risk through our ongoing core regulatory functions, campaigns, and targeted regulatory action to encourage and support compliance by regulated entities. The IPC retains the discretion to pursue other matters, in accordance with its Regulatory Framework”.
All NSW agencies are encouraged to review the IPC’s Regulatory Priorities, and consider how these priorities can help them meet their legislated information access and privacy obligations.

The GIIC Act also enables the Information Commissioner to investigate and report on how agencies carry out their functions under the GIPA Act.
About the NSW Privacy Commissioner
The NSW Privacy Commissioner’s statutory role includes the promotion of public awareness and understanding of privacy rights in NSW, as well as providing information, support, advice and assistance to agencies and the public.
The Privacy Commissioner oversights agencies’ compliance with the Privacy and Personal Information Protection Act 1998 (PPIP Act) and the Health Records and Information Privacy Act 2002 (HRIP Act).
